Let me introduce you to the worst kinda Manager you can ever get.

First he demands to be in charge, saying he will provide all the information required, and sets the dateline. However, on the committed date itself, he keeps quiet.

Giving him the benefit of the doubt. Hoping that he would send the information over as he had committed before the end of the day. However, after sending a email to remind him, he replies by pushing the blame to another and acts ignorance.

What can I say, this is the typical example of "I want credit but I don’t want to do the work". Tsk. Enough said.
